EU approves €21bn regional IPCEI microelectronics project

The European Commission has today formally approved the second Important Project of Common European Interest (IPCEI) for microelectronics with 68 projects spending up to €21bn.

This follows the first ICPEI, agreed in 2018, that led to the expansion of the Infineon and Bosch fabs in Dresden and Austria as well as sub-10nm lithography optics from Carl Zeiss.

This ICPEI will focus on energy efficient technologies, from sensors and microprocessors to 5G, automotive and graphene-based networking technology. The first products on the market in 2025, aiming to create around 8.700 highly skilled direct jobs in the process.

"The green and digital transitions require new, advanced technological solutions," said Margrethe Vestager, commissioner for competition. "This is why we must increase the Europe's own chips research, development and production capabilities. We need to be pioneers and develop truly innovative solutions and their first industrial deployment in Europe."

The IPCEI allows state aid for companies, including the joint venture fab between STMicroelectronics and GlobalFoundries in Crolles and a new fab in Ireland for Analog Devices.

However this also comes after the near-collapse of the EIC innovation fund supporting tech startups in the region.

Infineon, NXP get Austrian state aid under IPCEI .

"IPCEI are complemented by other State aid tools. We approved, directly under the Treaty, French and Italian aid to support STMicroelectronics and GlobalFoundries in the establishment of mass-production first-of-a-kind facilities. These two companies will produce now at larger scale innovative technologies that they developed in the framework of the 2018 IPCEI," she said.
